10 CFR 50.54(p) SUBMITTAL FOR MAINE YANKEE
Dear Mr. Frizzle:
This letter is in response to your correspondence of February 23,1996 and May 14,1996 regarding changes to the Maine Yankee Physical Security Plan and Guard Training and Qualification Plan identified as Revisions 22 and 23, and Revision 8, respectively.
We have reviewed the changes submitted and have determined that they are consistent l
with the provisions of 10 CFR 50.54(p) and are acceptable for inclusion in the Plan.
However, our review disclosed that the revision of your Security Plan that includes the l
requirements for protection against malevolent use of vehicles does not specify the compensatory measures to be implemented in the event the vehicle barrier becomes degraded. The compensatory measures specified in your Security implementation j
Procedure 15-3.9, " Vehicle Bomb Threat Bearier inspection and Operation," Rev. 2, effective April 4,1996, are acceptable and should be included in the next revision to your i
plan. Pending inclusion of the compensatory measures for a degraded vehicle barrier in your plan, we will consider the compensatory measures specified in your security implementing procedure to be Security Plan commitments.
This matter was discussed with Mr. P. Metivier of your staff on September 25,1996.
Mr. Metivier agreed to this course of action.
The enclosures to your letters contained Safeguards Information of a type specified in 10 CFR 73.21 and will be withheld from public disclosure.
