Dear Ms. Oshinowo:

This is in regard to your requests dated August 2, 1996, for a port approval and for a rail route and alternate, to be used for transport of spent fuel from the Naval Weapons Station, Charleston, South Carolina, to the DOE Savannah River Plant, South Carolina.

The Charleston Naval Weapons Station Port meets the regulatory requirements of 10 CFR 73.37.

As previously discussed, Route 1 of your request has been designated the Primary Route, and Route 2 has been designated the Alternate Route. The primary and alternate routes, as set forth in Enclosure 1 of each route, meet the regulatory requirements of 10 CFR 73.37. Enclosures 2 and 3 of each route constitutes the route approval. Unless renewed, these route approvals will expire two years from the date of this letter. Note that transportation of licensed radioactive material must be conducted in compliance with appli-cable U.S. Department of Transportation regulations.

Note that 10 CFR 73.37(d)(3) requires rail shipments to be accompanied by escorts who have communications capability to summon assistance in case of an emergency. NRC staff have completed the arrangements with law enforcement agencies required by 10 CFR 73.37(b)(6). Information on these arrangements is provided in Enclosures 2 and 3 for each route, and is to be incorporated into your shipment plans and provided to your carrier along with instructions regarding its use.

The notification requirements of 10 CFR 73.37(f) and 73.72, and the informa-tion protection requirements of 10 CFR 73.21, apply for each shipment made under these approvals. When making notification to this office under 10 CFR 73.72, please confirm that the appropriate governors or designees will or have been notified.
