CORRECTION TO NRC SAFETY EVALUATION ASSOCIATED WITli TECliNICAL SPECIFICATION AMENDMENT NO. 184, DATED DECEMBER 17, '992 -

JAMES A. FITZPATRICK NUCLEAR POWER PLANT (TAC NO. M84949)

On December 17, 1992, the Commission issued Amendment No. 184 to facility Operating License No. DPR-59 for the James A. FitzPatrick Nuclear Power Plant.

This amendment was processed on an exigent basis because the Technical S)ecification (TS) changes were deemed necessary to' avoid a possible delay in tie startup of the FitzPatrick plant.

On February 2, 1993, your-staff notified the NRC of an administrative error ,

identified in the NRC Safety Evaluation associated with Amendment No.184.

Specifically, Section 2.0, " Statement Of Exigent Circumstances" states, in part, "The licensee could not have avoided this situation because plant _

modifications associated with fire barrier penetration seals on certain vents and drains have been avoidably delayed beyond their original scheduled completion. " This statement should have read, "... have been unavoidably delayed beyond their original scheduled completion." A' copy of the corrected page for the stated NRC Safety Evaluation is enclosed. The NRC staff's .

conclusion that the amendment is acceptable is not affected by this-correction.
