The purpose of this modification is to (1) modify the existing Statement of Work to incorporate the within scope change which is incorporated by the attached Statement of Work and the contractor's technical proposal dated 08/29/96, (2) exercise the second one-year option under the contract in accordance with Section I.7 "52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 1989), (3) increase the contract ceiling by $248,076 from

$1,425.577 to $1,673,653 to accommodate the within scope change and by

$694,642 from $1,673,653 to $2.368,295 to exercise Option Year No. 2.

(4) increase the obligated amount by $185,000 from $1.425,577 to $1,610.577.

and (5) extend the period of performance through February 19, 1998.

The attached Statement of Work is hereby incorporated as part of Section C of the contract, specifically to be added to the end of Section C.3.5, Task 3.

Under Section B.3, Consideration and Obligation--Delivery Orders (JUN 1988), paragraphs (a), (b) and (c) are deleted in their entirety and the following paragraphs are substituted in lieu thereof:

"(a) The total estimated amount of this contract (ceiling) for the products / services ordered, delivered, and accepted under this contract is $2.368,295. The Contracting Officer may unilaterally increase this amount as necessary for orders to be placed with the contractor during the contract period provided such orders are within any maximum ordering limitation prescribed under this contract.

(b) The amount presently obligated with respect to this contract is

$1,610,577.

The Contracting Officer may issue orders for work up to the amount presently obligated. This obligated amount may be unilaterally increased from time to time by the Contracting Officer by written modification-to this contract. The obligated amount shall, at no time, -

exceed the contract ceiling as specified in paragraph (a) above. When and if the amount (s) paid and payable to the Contractor hereunder shall i

equal the obligated amount, the Contractor shall not be obligated to continue ~)erformance of the work unless and until the Contracting l

Officer slall increase the amount obligated with respect to this l

Section F.6, Duration of Contract Period (MAR 1987), ALTERNATE 4 (JUN 19880 is deleted in its entirety and the following is substituted in lieu thereof:

"The ordering period for this contract shall commence on January 4, 1995 and will expire on February 19, 1998."

-f As a result of work that has already been performed under this contract, it is necessary to expand the scope of work under Section C.3.5. Task 3 to include the following effort:

1 ~.

The contractor shall provide a proposal which s)ecifically:

1) systematically examine /the test data for PRHR pienomena to specify the affects on heat removal of the PRHR by the inlet flow conditions, distribution of flow in the tubes, driving head for mass flow rate, tube bundle layout, and pool thermal and flow conditions. Quantify energy removed by the PRHR as a function of the saturated layer thickness.

Specify the affect of mixing flow patterns in the in-containment refueling water storage tank.

Examine the utility of three-dimensional, two-phase code to assist and describe the data.

Codes that might be useful include COMMIX, GOTHIC, N3S, FLUENT, FLOW 3D, SINDA/G, TASCFLOW AND TEMPEST.

The contractor shall systematically examine the test data for CMT phenomena to specify the affects of transient heatup, conduction, condensation, flashing, thermal stratification, wall conduction, ambient heat loss, and mixing phenomena. The data shall be interpreted to understand the behavior of the APEX system and components under different transient conditions. Where advantageous to understand scaling effects and distortion, the contractor shall include data from similar tests in ROSA and SPES facilities. The contractor shall perform modeling to determine values for the condensation heat transfer coefficient h on the inner wall of the CMT and the overall effect on thermal stratification and the onset of CMT draining.

Temperature data taken inside the wall of the CMT shall be used to infer the value for heat flux and h.

The scaling analysis shall be performed to relate the data to the full scale plant.

The contractor shall map the behavior of the natural circulation loops and define interruption criteria which account for scale effects.

The mapp ng should predict onset of loop-flow interruption for the APEX faci ity 4.

The contract'or shall submit to the NRC Project Officer, a test analysis i

report (Test Interpretation Report) as described in Appendix 2 of the 1

contract, for each of the three group of tests, specified above within eight weeks after completion of the testing.

This additional work will enable the program office to utilize the results from the testing program to understand the performance of passive safety features. This will better enable the NRC to utilize this information in code development and assessment.
