NOTICE OF VIOLATION (NRC INSPECTION REPORT NO. 70-734/85-06)

This refers to the inspection conducted on June 17-21, 1985, at the GA Technologies, Inc. , Sorrento Valley SVA facility, La Jolla, California. The violation was identified by NRC Physical Security Inspector, A. D. McQueen and discussions of the inspection findings were held by the inspector with yourself and members of the GA Technologies staff on June 21, 1985.

On June 19, 1985, while inspecting in the presence of two members of your security staff, the inspector was able to pass through the protected area intrusion detection system in two locations. The root cause of the violation appears to be the configuration in which the E-field had been installed at these locations.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation described in the enclosed notice has been classified at a Severity Level IV.

Your are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. After reviewing your response to this Notice, including your proposed corrective actions, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations,. documentation of the findings of your safeguards and security measures are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
