Dear Mr. Crow:
I submitted a plan for the decommissioning of Building C of the Lynchburg Research Center by letter dated March 28, 1983.
In that letter I stated that Building C would be decommissioned in three phases. A three-phase approach was necessary because future uses for the building had been identified and portions of the building could be placed into useful ser-vice as soon as they became available.
The final survey report for Phase I of Building C is attached.
This report complies with Condition No.14 of License SNM-778.
In accordance with Appendix F of the ~ license application (dated December 1978), the report identifies the premises, demonstrates that a reasonable effort has been made to reduce the levels of residual contamination below the limits specified in Table F-1, provides a general description of the pro-cedures that were followed, and sets forth the final survey results.
In addition to the Table F-1 limits, other acceptance criteria for the re-lease of soil have been agreed to or recommended by members of your staff.
These criteria are also specified in the report.
I request that a verification of this final survey be made by the NRC and that upon the determination, by the NRC, that the facility meets the applicable criteria, that Phase I of Building C be released for unrestricted use.
