OFFICIAL RECORD COPY g University of Puerto Rico Mayaguez Campus A1TN: Ms. Nimia E. Irizarry, President Radiation Safety Board P. O. Box 5262 College Station Mayaguez, PR 00681-5262 Ms. Irizarry:

SUBJECT:

UNIVERSITY OF PUERTO RICO RADIATION SAFE 1Y PROGRAM WORK PLAN FOR 1992-1993 In your letter of September 25, 1992, you provided the University of Puerto Rico's Radiation Safety Program Work Plan for 1992 1993 and requested that NRC delay any further inspections of the University for six to nine months. You indicated this request would enable you to conduct internal evaluations of programs and to effect necessary improvements without the added stress on the radiation safety officers brought about as a result of NRC inspections.

With regard to your Work Plan for 1992-1993, we find the actions you are planning for this period appropriate and should contribute to an improved radiation safety program at the University of Puerto Rico. We request that you keep us informed of your progress in improving the radiation safety programs at the University.

As indicated during the informal meeting referenced in your letter, the NRC can not promise you that we will delay inspections. We do however recognize that some actions included in your plan wili affect the NRC's inspection. We will take these into account when scheduling our inspections. Based on the University's prior enforcement history, we anticipate continuing to perform inspections oi the University on at least a twelve-month frequency.

Should you have any questions, please contact Bruce S. Mellett at (404) 331-5514.

Sincercly, l
