Washington State Department of Ecology Attn:. Mr. Kim H. Sherwood Water Quality Division 70--I I
15 West Yakima Avenue, Suite 200 Yakima, WA 98902 3401
Dear Mr. Sherwood:
WASTE LIQUID EFFLUENTREPORT August 1996 Measurements of I; quid waste discharges from the Siemens Power Corporation facility to the Richland Municipal Sewerage System are reported herein. As previously communicated to your
)
office, the daily maximum limit for ammonia was exceeded on August 2,3, and 4. The cause, as discussed in the attached report, was related to a valving problem associated with regeneration of the Lagoon 5A IX column. Corrective actions to preclude recurrence will be in place before the next ' periodic IX column regeneration. All other discharges were in full compliance with limits specified in the Siemens State Waste Discharge Permit (Permit No. ST3919).
Waste discharge records are maintained by Siemens and are available for review at your convenience.
Very truly yours, L. J. Maas, Manager Regulatory Compliance LJM/pg cc:

.The dai!y maximum limit for NH as N was exceeded on August 2, 3 and 4. The cause was 3
related to the periodic regeneration of the uranium ion exchange (IX) column. The solution used to elute the column contains ammonia and, due to a valving problem, backflowed into Lagoon SA via waste sewering piping located between Lagoon SA and the IX column. When IX regeneration was completed and waste sewering from Lagoon SA resumed, this ammonia solution was discharged to the sewer. A manual block valve will be installed to supplement the existing solenoid valve to prevent a recurrence of this incident.
