Enclosed are:

l

1. Three (3) originals and thirty-seven (37) copies of an Application I for Amendment to our Operating License to allow use of the Low Head I Safety Injection pump with an open RCS vent in place of a charging pump when the plant is in Mode 5 or 6.
2. Forty (40) copies of documents designated Attachments A and B which setforth the change in Technical Specifications and its no signifi-cant hazards determination.

The proposed changes would allow the charging pumps to be removed form service during the next refueling outage for maintenance and ISI examination.

Our previous submittal (No. 34 Revision 1) provided notification that we were evaluating the Westinghouse " Pressurizer Bubble Cold Overpressure Analysis Report" to determine if an increase in the PORV setpoint was justified.

However, we have determined this change could be the subject of a separate application and should not delay your review. Therefore, your review should proceed with the applicable pages provided by our previous submittal replaced l with those enclosed.

I This is a revision to a previous submittal for which a license fee was provided, therefore, we have determined that no additional license amendment application fee is required.
