An addendum to Revision 18 of the Cooper Nuc1 car Station Emergency 1.an was submitted per your request by reference (1).

In order to assess the impact of the changes on emergency planning at Cooper Nuclear Station, additional information was requested in reference (2).

The following inf ormation regarding the alternate Operations Support Center (OSC) is provided to assist you in evaluating the adequacy of the facility.

The alternate OSC is located in what was formerly the Electrical /I6C OSC (prior to Emergency Plan Revision 18). It has a separate HEPA ventilation system that can be activated.

The communications uystems available in the alternate OSC are identical to those listed in the Emergency Plan Section 7.2.2 for the OSC. The communications cystems include Lincoln Telephone and Telegraph PBX extensions, station intercom system, and an alternate phone system (Bone Phone). A portable radio will be used for communication with the repair teams, We intend to test the functional suitability of the alternate OSC in a drill scheduled June 15, 1993.
