Vcrmont Yankee provided action plans and completion dates to address the inspection findings.
Attachment B to this letter provides a summary of the present status of the Vermont ankee Generic Letter 89-10 related activiiles and a schedule for the completion of those activit!es remaining In acccrdance with item I. of Generic Letter 89-10, the basis for the attached schedule is available at the V:rmont Yankee site.

Procram Scope and Administration The MOV Program Plan identifies the scope of MOVs included in the MOV Program and the administ ative and -
functional responsibilities for MOV design basis review documentation and conformance, maintonance, diagnostic testing, performance monitoring, and trending of MOV problems, deficiencies, and failures.-
Revision o to thc MOV Progrorn Plan was completed and apprnved in December 1992.

Deslan Basis Reviews items "a" and "e" of Generic Letter 89-10 recommend that each licensee review and document the design basis for the operation of eacn MOV within the scope of the MOV Program. In Reference m), Vermont Yankee committed that the relevant factors affecting, or potentially affecting, valve performance and reliability would be calcelated and recorded for all modes of valve operation.
For Vermont Yankee, the criteria and methodology used in performing the design ba3ls reviews are provided in the Vermont Yankee MOV Program Plan and supplemental guidelines.
Revision 0 of the guidelines ware completed and approved in October through December 1992.
Revisloc of the design basis reviews is presently ongoing and will be completed by December 31,1904.
This completion date provides sufficient time to identify and schedu3e any required MOV switch setting adjustments and va!ve or actuator modifications for the Spring 1995 Refueling Outage, presently scheduled to begin in March 1995.
An evaluation of the need to further revise the design basis reviews due to the EPRI Performance Prediction Program will be completed approximately six months after issuance of the completed EPRI Program. Vermont Yankee will continue to review partial results of the EPRI Program as they become ava; table.

MOV Modifications Vermont Yankee has concluded that our MOVs are operable and able to perform their required safety function (s). We have identified enhancements which will provide added assurance of proper MOV operation.-
Preparation of design change documents required for modifications to be performed during the Fall 1993 Refueltag Outage is presently in progreso.
Vermont Yankee has been continuously on-line since startup from the 1992 Refueling Outage, and access to the Steam Tunnel and Drywell has not been possible. Therefore, the detailed as-built and interference identification required to support any modificaflons in the Steam Tunnel or Drywell will be performed during the Fall 1993 Refueling Outage. The necessary changes will be performed before or during the Spring 1995 Refueling Outage.

Diaonostic Systems Vermont Yankee presently employs MOVATS diagnostic test equipment for MOV switch setting.- Vendor and industry reviews of the previously stated accuracy values in consideration of valve stem directionaloffects were

completed 2nd the results dir wed with the NRC on March 2,1992 and with the nuclear Industry on March 5 and 6,1992. The results of ti.<NRC meeting are discussed in Information Not!ce 92 23 [ Reference q)]. The vendor review results were formally transmitted to the Industry via References r) through u).

VERMONT YANKEE NUCLEAR POWER CORPORATION The effects of the revised "open versus close" accuracy values on the present MOV setpoints and requirements were evaluated at Vermont Yankno in March and April of 1992, during the 1992 Refueling Outage. Based on the evaluations, eleven (11) valves were identified as having potential margin problems and were rotested using appropriate melbods during 114e 1992 Refueling Outage.
The revised accuracy values for the diagnostics system (s). and their effect on MOV switch settings, are Incorporated into the Vermont Yankee switch setting program as part of the maintenance procedure development process described in Section 5 below, S.
MOV Maintqng.n_Qe Procram in Reference m), Vermont Yankee committed to the preparation of procedures and documents to formalize the details of the MOV maintenance program, including all aspects of testing, inspection and maintenance of the MOVs, the identification of the appropriate technical documents to be used during refurbishment actMties, definition and justification for inspection and lubrication schedules and post maintenance test requirements.
in addition, commitments were also provided to define an MOV trending program, including all aspects of MOV problems, failures, deficiencies, misadjustments, degraded conditions, and setting changes of the MOVs.
To date, draft procedures or procedure revlolons incorporating the above items have be3n completed and reviewed by both Vermont Yankee personnel and industry consultants knowledgeable in the subject areas.
Comment resolution, final draft preparation, verification and validation, and final review and approval will be completed by July 1,1993.
This date was agreed to during a telephone conversation with Mr. Harold Gregg, Senior Reactor Engineer, of your Reg!on 1 Office on December 15,1992 and allows for use of the new or revised procedures for MOV diagnostic testing and modifications to be performed during the Fall 1993 Refueling Outage and for in-situ differential pressure testing.

For Vermont Yankee, the criteria and methodology used in performing in-situ differential pressure testing are.
.f provided in the Vermont Yankee MOV Program Plan and a suppiamental guideline.
Flevision 0 of the guideline was completed and approved in December 1992.
L Preparation of the required detailed testing procedures is in progress and will be completed in sufficient time to allow for 1rt-situ differential pressure testing prior to and during the Fall 1993 Refueling Outage and during the first six months of 1994. Testing will be completed prior to June 28, 394.
