REQUEST FOR UPDATED EVACUATION ESTIMATES FROM THE SAVANNAH RIVER PLANT SITE AREA WITHIN THE PLANT V0GTLE TEN-MILE EMERGENCY PLANNING ZONE As requested in Melanie Miller's June 4, 1985, phone call with Clif Webb of this office, enclosed is the subject information.
The estimates are based on real-time experience gained from evacuation of Savannah River Plant (SRP) operational areas and incorporate latest population statistics.
Since the early 1980's, the U.S. Department of Energy, Savannah River Operations Office (DOE-SR) has worked directly with the Georgia Power Company to provide appropriate interfaces between the respective emergency preparedness programs.
A Memorandum of Agreement was executed on November 28, 1984, to formalize emergency preparedness relationships be' tween the SRP and neighboring Vogtle Electric Generating Plant site.
Currently, DOE-SR is in the process of making minor adjustments to existing SRP emergency facilities, plans, and procedures ( e.g. Emergency Notification Network participation ) to prepare for operation of the Vogtle Electric Generating Plant.
Similar planning and preparedness actions were conducted by the U.S. Department of Energy, Richland Operations Office for the Washington Public Power Supply nuclear power reactors located on the Richland, Washington site.
SRP has a well-developed emergency preparedness program that has evolved with over thirty years of day-to-day operational experience with large nuclear material production reactors, chemical and isotope separation complexes, fuel and target fabrication facilities, high and low-level waste management facilities, and radioisotope laboratories.
The existing emergency facilities, resources, plans, and procedures for the SRP area within the Vogtle ten-mile Emergency Planning Zone exceed Nuclear Regulatory Commission emergency preparedness criteria specified for state and local governments.
