In accordance with 10CFR50.54(p), Entergy Operations, Inc. hereby submits the original and three copies of the affected pages of Revision 13, Change 2, to the Waterford 3 Physical Security Plan (PSP). A description of the plan change, which has been reviewed and determined not to decrease the safeguards effectiveness of the plan, is provided in Attachment 1.
Also included in this submittal (see Attachment 2) is Waterford 3's response to the staff's letter dated Septemter 10, 1992, concerning Entergy Operations, Inc. submittal of Revision 13 to the Waterford 3 PSP.
The staff's letter references a September 4, 1992, telecon between regional representatives and Waterford 3 personnel co6:erning Revision 13 of the PSP, portions of which the NRC characterized as not meeting the provisional requirements allowed by 10CFR50.54(p).
In that teleton, Waterford 3 personnel stated that, although the subject changes met the provisions of 10CFR50.54(p) in that they do not degrade the safcguards effectiveness of the security plan, Waterford 3 would revise the plan in an effort to meet preferential needs of the staff.
Upon further consideration subsequent to the staff's documented representation, Entergy Operations, Inc. believes that the subject changes have been properly.
evaluated and as such, no plan changes are necessary. Specific justification for this position is included Attachment 2 to this submittal.
