Dear Mr. Feigenbaum:
SUlijECT: N1(C REGION I INSPECTION 50-443/92-25
This refers to the safety inspection findings of the resident inspectors at Seabrook Station for the
period of October 13 - November 16,1992. The inspection results are described in the enclosed
report and were discussed with Mr. II. Drawbridge of your staff.
Overall, this inspection found that the refueling outage and power ascension activities were
conducted safely. Ilowever, surveillance testing of the containment air lock seals and inservice
testing of several valves were missed during the transition to operational mode 4, hot standby,
in violation of Technical Specification requirements.
The violations were ci low safety
significance but indicated a weakness in the implementation of the surveillance test program
during plant mode changes. The apparent violations are cited in the enclosed Notice of
Violation.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The responses directed by this letter and the
enclosed Notice are not subject to the clearance procedures of the Office of Management and
lludget as required by the Paperwork Reduction Act of 1980, Pub. L.No.96.511.
