This letter transmits the report resulting from the announced safety inspection conducted by
Mr. R. J. Paolino and other NRC inspectors on November 2-6,1992 and November 16-
20,1992 at the Northeast Nuclear Energy Company's Corporate Offices in East Berlin,
Connecticut. The preliminary findings were discussed with Mr. R. M. Kacich and other
members of your staff at the conclusion of the inspection.- Areas examined during this .

inspection are described in the enclosed report. Within these areas, the inspection focused on

issues important to public health and safety, and consisted of performance observation of
engineering support for various activities related to plant modifications, licensee event
reports, non-conformances reports, and quality assurance audits.

The inspector concluded that overall, the engineering and technical support to the plant was-
of good quality and adequate in supporting plant activities.
- Within the scope of this inspection, no violations were observed.'
