BOARD NOTIFICATION (BN 059)

TMI-1 RESTART HEARING - LICENSEE FINANCIAL QUALIFICATIONS In accordance with the NRC procedure for Board Notification, the following information is being provided directly to the Commission. The Boards and parties are being informed by copy of this memorandum.

In CLI-81-3, 13 NRC 291, 197, the Commission removed the matter of the TMI-1 licensee's financial qualifications from the set of issues to be litigated in the TMI-1 restart proceeding but directed the NRC staff "to continue to monitor the licensee's resources as long'as is necessary and report any health and safety implications to the Commission." Pursuant to that directive, the staff has monitored the TMI licensee's financial resources and prepared the enclosed report reflecting the results of that monitoring.

Although there is no financial qualifications issue in the TMI-1 restart proceeding, the enclosed report is responsive to the Commission's directive in CLI-81-3 and is being provided directly to the Commission on that basis.

The enclosed report indicates that GPU Nuclear Corporation has reasonable assurance of obtaining the funds necessary to cover estimated THI-1 operating costs for the period of the license, plus the estimated costs of permanently shutting the facility down and maintaining it in a safe condition (decommissioning costs). No further action is required as a result of this report, f
