PROGRAM EFFECTIVENESS North Atlantic Energy Service Corporation has been involved in the systematic collection and analysis of objective FFD data since the inception of the current regulations.. The information collected for this period is presented in the graphic analysis beginning after the management summary in this report.
During this period NAESCO brought in over 800 short-term contractors to work a refueling outage.
Approximately 950 pre-badging and random tests were conducted on these short-term contractors, resulting in six positive tests (of the six positive tests five were pre-badging and one was random).
If these refueling outage related tests are deducted from the total tests, the positive percentage rate for non-outage related tests is approximately 0.59% for this period.
For the year, 1992, the positive percentage rate, not including the refueling outage tests, was 0.34%.
This rate is lower than-the 0.40% positive rate NAESCO experienced in 1991.
There were no drug or alcohol related accidents or incidents in 1992 which had the possibility of affecting public health or safety.
All available evidence indicates that the continued support of management and employees has provided the basis for the FFD program's effectiveness in achieving a workplace free from the effects of drugs and alcohol.
July - December 1992 North Atlantic Energy Service Corporation Page 04 JRITlhTIVES The following items are a summary of initiatives taken by North Atlantic Energy Service Corporation based on program reviews and identified weaknesses.
1.
Made adjustments in screening facility personnoi schedules to accommodate FFD needs of second plant outage.
2.
Recertified all collection personnel for proficiency in urine specimen collection and breath alcohol measurement process.
3.
Coordinated development of computer software for reducing random screenings from 100% to 50% for licensee personnel.
4.
Completed annual inspection and records audit of contracted testing laboratory.
The laboratory was found to be in compliance with all NRC requirements.
No major discrepancies were noted.
Some minor recommendations were made.
5.
Incre tuod effectiveness of Drug and Alcohol Screening Facility-Staff by_ cross training personnel in all-tasks and responsibilities.
6.
Consolidated FFD data base to increase efficiency in verifying information for' pre-access testing and suitable inquiries.
7.
Developed graphic analysis of trends in FFD data for the
. period from 1990 to 1992.

To ensure laboratory quality control, North Atlantic Energy service Corporation contracted with Duo Research Inc.,
Stevensville, MD, t, provide blind performance test specimens that d
were submitted to the contracted tills-certified laboratory, SmithKline Beecham Clinical Laboratories, Philadelphia, PA, in accordance with the NRC Guidelines (10 CFR 26, Appendix A).
e Approximately 79 percent of these blind performance test specimens-wore blank (i.e. certified to contain no drug) and the remaining 4
samples were positive for one or more drugs - por - sample in a distribution such that all the drugs to be tested were included in approximately equal frequencies of challenge.
