C. 20555 Docket No. 50 312 Rancho Seco Nuclear Station License No. DPR-54 10 CFR 50.54(q) 30 DAY REPORT OF EMERGENCY PLAN CllANGES Attention: Seymour Weiss In accordance with 10 CFR 50.54(q) and 10 CFR 50.4(b)(5), the District hereby reports that it has revised the Rancho Seco Emergency Plan (RSEP), effective January 26,1993. Based on a District evaluation, the District concluded that the revisions do not decrease the effectiveness of the RF"? The following is a summary of the non-editorial changes the District ude to the RSEP:

Emergency Plan. Section 3. Emergency Classification Overview 1.

Corrected the definition for.the ' Alert' emergency classification, 2.

. Clarified the Initiating Conditions examples for notification.of the

' Unusual Event' and ' Alert' emergency classifications, and -

3.

Deleted site personnel accountability as a required action following declaration of the_' Alert' emergency classification.

Emergency Plan. Section 6. Fmergency Measures 1.

Clarified the initiating requirements for the Dismissal / Evacuation.

Below is a discussion of thejustification that supported the RSEP changes

. summarized above. The District discovered the need to revise the RSEP during a biennial review of the RSEP.

e Seymour Weiss 2-NQA 93-007 The definition specified for the ' Alert' emergency classiGeation in RSEP Section 3 was inconsistent with the ' Alert' definition contained in RSEP Section 1.

The District changed the ' Alert' definition in RSEP Section 3 consistent with the

'A!ert' definition contained in RSEP Section 1.

The Initiating Conditions examples provided in RSEP Section 3 for notiGeation of the ' Unusual Event' and ' Alert' emergency classifications were incorrect and inconsistent the initiating Conditions and associated Emergency Action Levels (EALs) listed in Emergency Plan Implementing Procedure No. 5001, Recognition and Classification of Emergencies (EPIP-5001), The District corrected the-Initiating Conditions examples listed in RSEP Section 3 consistent with EPIP-5001.

Emergency Plan Sections 3 and 6 included Accountability as part of the required emergency response following declaration of the ' Alert' emergency classification.

But, Accountability is only required if a Dismissal or Evacuation is conducted during a response to an emergency at the site. Therefore, the District removed Accountability as a required response action, following declaration of the ' Alert' emergency classification, from RSEP Sections 3 and 6.
