This lettet modifies the applicability of proposed I,imiting Condition for Operatinn (i,CO) 3.4.3.2.e. such that the requirement is applicable in Operational Condit ion 1 only. This modification ensures that the unident.i find leakage increase is measured relative
+.o the steady state valne and does not include leakage rates as a result of t ransient conditions. The proposed leakage limit continues to be more restrictive than the current 1im1L overall. The No SignifIcant llazards Consideration presented in the lett or dat ed August 19, 1992 is not a.'ected.
