I QQCKET NO. 50-346 ENVIRONMENTAL ASSE1SMENT AND FINDING OF NO SIGNIFICANT IMPACT The U S, Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to facility Operating License No. NPF-3 in response to a request filed by the Toledo Edison Company, Centerior Service Company and the Cleveland Electric illuminating Company (the iteensee), for the Davis-Besse Nuclear Power Station (DBNPS), Unit No. 1, located in Ottawa County, Ohio, GVIRONMQleL_AJJ115111til Jde_ntification of ProtojeLeg1]E The proposed amandmerd wold delete the NRC staff's March 5,1980 Order from the DBNPS facility Operating i.icense NPF-3.
The March 5, 1980 Order required implementation of certain training, qualification, and staffing requirements.
The proposed acticin is in accordance with the licensee's application for amendment dated April 27, 1990.
I_he Need _ fAr__the ProDAted Action The propo,ed amendment is needed because training, qualification, and stafting requirements have evolved over the past eleven years resulting in the obsolescence of the March S, 1980 Order.

Environmental lepacts of the Proposed Action The NRC staff has reviewed the potential environmental impact of the proposed deletion of the March 5, 1980 Order.
The NRC staff finds that each item of the Order is addressed by another requirement such as 10 CFR Part 55, or the Technical Specifications, or an INP0 accredited systems based training program. Accordingly, the NRC staff concludes that this proposed action would result in no significant ' adiological environmental impact.
Witt regard to potentiel nonradiological impacts, the proposed deletion of the March 5, 1980 Order will not cause significant increase in the nonradiological impacts and will not change any conclusions reached by the staff in the " final Environmental Statement for the Davis-Besse Nuclear Power Station Unit 1" dated March 1973 and its supplement dated October 1975.
Therefore, the staff concludes that there are no significant nonradiological environmental impacts associated with the proposed amendment.
Alternaliye_to the Propried Action Because the Commission's staff has concluded that there are no significant environmental impacts associated with the proposed action, any alternatives would have either no significantly different environmental impact or greater environmental impact.
The principal alternative would be to deny the requested amendment. This would not reduce environmental impacts as a result of plant operations.
Alternative Use of Resoureti This action does not involve the use of any resources not previously considered in the final Environmental Statements for the Davis-Besse Nuclear Power Station, Unit 1, dated March 1973 and its supplement dated October 1975.
3 Agencies and Persons Consulted The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
flNDING Of NO SIGNIflCANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed amendment.
Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.
For further details with respect to this action, see the application for amendment dated April 27, 1990, which is available for pubic inspection at the Commission's Public Document Room, 2120 L Street, N.W., Washington D.C. and at the University of Toledo Library, Documents Department, 2801 Bancroft Avenue, loledo, Ohio 43606.
