Dear Mr. Butler:

Paragraph 3 of Attachment 4 to Facility Operating License NPF-27 requires that certain control room enhancements, including changes to standard control switch shapes, be completed prior to exceeding five percent of rated power.

This requirement is based upon information contained in Section 18 of the Safety Evaluation Report, Supplement 3 (SSER-3) as referenced by the License Condition.

The SSER, in turn is based upon commitments made by Philadelphia Electric Company in reference 1 and 2 which state that changes to some standard control switch shapes and colors will be made prior to exceeding five percent power.

In the reference, 4 letter PECo stated that this License Condition had been satisfied.

During a review of activities on the Limerick Control Room Design Review (CRDR) it was dir svered that some of these activities had not been completed at the time that the reference 4 letter ~was sent. The control room enhancements required to be completed prior to exceeding fiv'e percent power have now all been implemented and the purpose of this letter is to correct the chronology of the required improvements.

-1 and 3. respectively) _ which had not been corrected prior to the

-reference 4 letter were: HED #D2-05; HED #SD2-04: HED SD4-02; HED: #I5-03 (e); and HED #SI5-05.

The first four.HEDs involve coloring of control switches to improve the standardization ~ of the Limerick

control. room.

The. fifth HED, HED SI5-05, has been resolved by a

portable hand-held adapter.

As:of~this date the control switches have been re-painted and the adapter is _available to the operators.

Thus,. the Control Room Enhancement required by paragraph 3 of Attachment 4 to NPF-27 have now been completed.
