Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Revision 3 to the Updated Final Safety Analysis Report in Reference (1), Northeast Nuclear Energy Company (NNECO) submitted the initial updated Final Safety Analysis Report (FSAR) for Millstone Unit No. 2 in fulfillment of 10CFR50.71(e).

This rule further requires that subsequent revisions of the FSAR shall be filed no less frequently than annually, and shall reflect all changes up to a maximum of 6 months prior to the date of filing.

Pursuant to 10CFR50.71(e)(4), in Attachment i NNECO hereby presents the Staff with Revision 3 to the FSAR in the form of replacement pages as required by 10 CFR 50.71(e)(5).

This revision presents changes completed since the previous submittal (Reference (2)), necessary to reflect information and analyses submitted to the Commission or prepared pursuant to Commission requirements as of December 31,1984. Changes to the emergency plan, which is Appendix 12A to the FSAR, have been submitted to the NRC within thirty (30) days of their implementation, pursuant to the requirements of 10CFR50.54(q).

It is noted that 10CFR50.71(e)(2)(li) stipulates that "the submittal shall include an identification of changes made under the provisions of 50.59 but not previously submitted to the Commission."

Pursuant to 10CFR50.59(b) and Section 6.9.5.1 of Millstone Unit No. 2 Technical Specifications, the latest 50.59 report was submitted in Reference (3) for the period of January 1,1984 through December 31, 1984. All changes to the facility through December 31, 1984, which fall under the provisions of 50.59, have been previously submitted to the Commission.
