I am writing in response to your request made during our meeting of January 11, 1993, for information on the risks from exposure to ionizing radiation.
Enclosed are the following documents:

Excerpts from "Below Regulatory Concern, A Guide'to the Nuclear Regulatory Commission's policy on the exemption of very low-level radioactive materials,i,tes and practices" U.S. Nuclear Regulatory Commission Although the BRC policy has been revoked by Congress, I-have included; portions--
of the NRC document on BRC because it provides useful background 'information on radiation ex)osure and a pers)ective on low doses of radiation, such as those that may )e associated wit 1 the Curtis Bey site.
I have also included a copy of a document entitled " Communicating Risk issues to the Public," which has been developed by NRC and may be helpful in your communication with local residents and workers regarding the risks posed by radioactive contamination associated with the Curtis. Bay site.
It is important to recognize that, based on the Oak Ridge Institute for Science and Education survey of the site, the radiological contamination at the-former warehouses is low and the areal extent of contamination is limited. For-example.-the maximum exposure rate (36 pR/hr)_was observed at only one location at the site and this contamination appeared-to be limited to less-than a few square feet'.
