Dear Mr. Thorne:

We are forwarding a letter dated September 15, 1992 from Nissho Iwai American Corporation with a request to change the end user for high enriched uranium (HEU) originally exported to Japan for use in the Kyoto University High flux Reactor (KUHfR) to the Kyoto University Reactor (KUR) and as source material for experimental samples. This request is similar to previous requests involving the KUHfR, JMTR, JRR-2 and JRR-4.

The current request would divert 2.398 kilograms uranium to use as source material for experimental samples and the remaining 27.002 kilograms for use in the Kyoto University Reactor. The NRC, with the concurrence of the Executive Branch, recently approved the change in end use of five kilograms from the KUHfR to the KUR.

As noted in our letter to vou of October 7,1992 the Commission would like to meet with the Department , State and the Department of Energy to discuss the future disposition of U.S. HEU at foreign reactors.
