RIVER BEND STATION, UNIT 1 - EVALVATION OF TOPICAL REPORT EA-CA-91-0001-M, " STEADY STATE CORE PHYSICS MET 110DS FOR BWR DESIGN AND NtALYSIS" (TAC N0. M79641)

By letter dated January 30, 1991, Gulf States Utilities Company submitted Topical Report EA-CA-91-0001-M entitled " Steady State Core Physics Methods for BWR Design and Analysis." The topical report describes steady-state methods and models used by GSU to analyze River Bend Station reloads.

Standby liquid control system shutdown margin and quasi-static transient methods for determining thermal margin requirements are included in the topical report.

Based on our review of the submittal, as given in the enclosed Safety Evaluation, we find the reload methodology as described in EA-CA-91-0001-M to be acceptable for licensing applications.

Enclosed is the staff's Safety Evaluation along with the Technical Evaluation Report prepared by Brookhaven National Laboratory.

This closes the staff's activities on TAC N0. M79641.
