SAFETY EVALUATION RELATED TO THE INSERVICE TESTING (IST) PROGRAM REllEF REQUESTS FOR PUMPS AND VALVES, ARKANSAS NUCLEAR ONE, UNIT 2 (AND-2) (TAC N05. M76103 AND M82849)

By letter dated August 9,1991 Entergy Operations (the licensee) submitted Revision 1 of the ANO-2 second 10-year pump and valve inservice testing (IST) program. Revision 1 superseded Revision 0 that was submitted on' January 12, 1990. Additional information concerning the IST program was sent by letter dated February 13, 1992. The enclosed Safety Evaluation (SE), which includes the table in Attachment 1, was prepared by the NRC staff to provide the results of the staff review of the information relating to relief requests contained in these submittals.

Title 10 of the Code of Federal Regulations,10 CFR 50.55a, requires that inservice testing of certain ASME Code Class 1, 2, and 3 pumps and valves be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and applicable addenda, except where alternatives are authorized or relief is granted by the Commission pursuant to 10 CFR50.55a(a)(3)(i),

(a)(3)(ii), or (f)(6)(i). In order to obtain authorization or relief, the licensee must demonstrate that (1) the proposed alternatives-provide an acceptable level of quality and safety, (2) compliance would result in-hardship or unusual difficulty without a compensating increase in the level of quality and safety, or (3) conformance is impractical for its facility.

Guidance on acceptable alternatives to Section XI requirements was provided by the NRC in Generic letter (GL) 89-04 for certain aspects of IST.

The NRC staff, with technical assistance from EG&G Idaho, Inc. (EG&G), has reviewed the information concerning the IST program relief requests submitted for ANO-2. The staff adopts the evaluations and conclusions coMained in the Technical Evaluation Report (TER) (Attachment 2) prepared by EG1G except for a wording change: the term " relief granted" in the conclusions should be replaced by " alternative authorized" for those requests approved pursuant to 10 CFR 50.55a(a)(3)(i) and (a)(3)(ii). This wording change also applies to the table in Attachment 1 of the SE, which presents a summary of the relief request determinations for the August 9, 1991, cubmittal. In addition, the staff notes that the TER references an incorrect second 10-year inspection interval and references a July 31, 1991, letter that is not relevant to the enclosed SE. Relief request PR-6, contained in a letter dated February 13, 1992, was evaluated separately by the staff and is addressed in Section 2.1 of q the SE. fi 9302040196 930122 ~ -

Yelverton I The staff is granting relief from certain testing requirements that are impractical to perform and authorizing proposed alternatives where compliance would result in a hardship without a compensating increase in safety or where the alternative testing provides an acceptable level of quality- and safety.

The IST program relief requests for ANO-2 in the August 9,1991, and February 13, 1992, submittals are acceptable for implementation provided (1) the anomalies identified in Appendix A of the TER and SE Section 2.1.2 are addressed within one year of the date of this SE and (2) the procedural or program changes covered in the anomalies are completed within one year of the date of this SE, or by the end of the next refueling outage, whichever is later. The granting of relief or authorization of alternatives is baced upon the fulfillment of any commitments made by the licensee in the basis for each relief request and the alternatives proposed.

We have determined that the granting of relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest. In making this determination, we have given due consideration to the burden that could result if the applicable ASME Code requirements were imposed on your facility. This letter grants the relief identified above.

Program changes involving new or revised requests for relief or authorization of alternatives should not be implemented prior to appreval by the NRC, unless they meet the positions b GL 89-04, Attachment 1. New or revised requests that meet the positions in GL 89-04, Attachment 1, should be submitted to the NRC but can be implemented provided the guidance in GL 89-04, Section D, is followed. Program changes that add or delete components from the IST program should also be provided to the NRC.

This action closes out TAC Nos. M76103 and M82849.
