Knuth, Chief BVR-1, Division of Reactor Licensing tsETING WIDI NORniERN gTATEg POWER COMPANY (NgP) - HOWTICELID GENERATING PLANT (E-5979), CONCERNING 3AFE OPERATION OF TRE PLMT A meeting was held on Novouber 2,1971, with N8P to discuss the contents of our letter dated October 18, 1971 and their response dated October 29, 1971. An attendance list is attached.
W e contents of our letter and their response were discussed. We stressed that the main reason for our letter was made clear in our first and last paragraphs. We have concluded that their Operations Cocmaittee and Safety Audit Consnittee were not functioning properly.
We licensee disagreed with our conclusion and reiterated that they could see no weak points in their organization, We informed the licensee that af ter reading their reply as supplemented by further discussions, we had not changed our sind as to the adequacy of the management functions described in our letter. Since they have decided that no changes were necessary in their organisation, we will have to reforan21ste our position in a forthcoming letter.
Subsequent to the meeting, Mr. G. Charnoff, the licensee's legal counsel, called and said that appropriate changes in the NSP organisation will be made to satisfy DRL's concerns. He requested that no letter be sent to NSP pending their reorganization.
