MEETING WITH NORTHERN STATES POWER (NSP) - FULL-TERM OPERATING LICENSE l

APPLICATION - MONTICELLO Representatives of DRL, DRS, Compliance, OGC, Northern States Power j

and Nuclear Utility Services met at Bethesda, Maryland, on March 21, 1972, at NSP's request to discuss the content -and schedule of the j

planned application for a full-term operating license (FTOL) for the Monticello reactor.

Whether or not items involving backfitting for BWRs should be included l

in the FIOL was discussed but not resolved.

This question was to l

be discussed-further at a subsequent meeting of AEC and NSP legal

. representa tives.

The itemt identified in this category were hydrogen control following a LOCA, worus baffles - relief valve blowdown, ECCS 4

interim criteria analysis, rod drop' analysis - rod worth minimizer,-

j HPCI reliability, and gaseous radwaste processing.

The liklihood of an ACRS review of the FTOL application and the im-i pact on the schedule was noted.

l Several items to be included in the FIOL application related to the performance of the utility were identified. These are safety com-l mittee effectiveness, management performance, proposed personnel ad-ditions, and industrial security.

A number of items related'to the performance of the facility were identified which should be included in the FTOL application. These are (1) HPCI' reliability improvements, (2) modifications--.of steamline flowneters, (3) main steamline isolation valve reset switch, (4) steam-l line flow restrictors,- (5) torus baf fle removal - blowdown charac-l j

teristics,- (6) observed reactivity. anomalies,- (7) rod drop accident

- rod worth minimizer, and (8) hydrogen control ~ af ter a LOCA.

items, the: submission for the FIOL application can be a summarization and referencing of the previous submittals.
