Dear Sirt Public Service Company of Colorado (PSC) requests an amendment to the Quality Assurance (OA)
Program Approval for Radioactive Material Packages, Approval Number 0346, Revision 4 (Reference 1).
Revision 4 reads as follows:

PSC requests that this document-be amended to read as follows:
" Activities conducted under applicable criteria of Appendix B of 10 CFR Part 50 to_be in accordance with your QA _ program for decommissioning of Fort St. Vrain Unit No. 1 Nuclear Power Plant (NRC Docket No. 50-267).

'.?his change is necessary because the current Fort St. Vrain (FSV) plant 10CFR50 Appendix B QA program was doloted on November 23, 1992, with the issuance of the Decommissioning Order for FSV in accordance with Reference 2.
The former QA program is replaced with the Decommissioning QA program as dolineated in the Decommissioning
- Plan, Section 7.
In the Safety Evaluation associated with the Decommissioning Order, the NRC states, "PSC's quality assurance program (QAP) is described in Chapter 7 of the PDP and is designed to moet the requirements of Appendix B to 10 CFR Part 50.
.. TI:o staf f concludes that the Quality Assurance Plan i.s adequato and Moots the requirements of 10 CFR 50.82(b) (5) and tne guidelines of SRP Gection 17.2."
Also please change the correspondence title for the " Attention" of Mr.
A.
