SAFETY EVALUATION OF THE FIRST TEN-YEAR INTERVAL INSERVICE TESTING (IST) PROGRAM FOR PUMPS AND VALVES, COMANCHE PEAK STEAM ELECTRIC STATION, UNIT 1 (TAC NO. M84072)

By letter dated July 2,1992 Texas Utilities Electric Company (TU Electric) submitted the Comanche Peak Steam Electric Station (CPSES) first ten-year interval IST program for pumps and valves. The IST program included in this submittal supersedes all previous revisions of the )rogram and inccrporates the information included in the October 3,1991, sumittal related to Revision 4 of the Unit 1 IST program. Therefore, the evaluations below relate to

. Revision 0 dated July 2,1992, of the new IST program and all relief request numbers correspond to the Revision 0 designation.

Revision 0 was developed utilizing the 1989 Edition of ASME Section XI which was approved by rulemaking effective September 8, 1992, to 10 CFR_50.55a (reference 57 FR 34666, August 6, 1992). The licensee requested NRC approval to use this edition of the Code. This letter provides per $50.55a(f)(4)(iv)l the requisite approva to meet the requirements set forth in the 1989 Edition subject to the limitations and modifications listed in $50.55a(b).related to containment isolation valve leakage testing, with the scope of the inservice testing program as defined by 550.55a.

Revision 0 of the IST program identified one pump relief request and six valve l relief requests that apply to Unit 1. The NRC staff has determined with respect to six of the relief requests listed in the safety evaluation that the requirements of the Code are impractical to be performed at CPSES and pursuant to 10 CFR 50.55a(a)(3)(1), the proposed alternatives would provide an acceptable level of quality and safety. In making this determination, the NRC l

staff has given due consideration to the burden that could result if-those requirements are imposed on your facility. This letter grants the relief.

One relief request (V-5) was denied because the proposed alternative testing does not appear to be consistent with single failure assumptions in the Safety Analysis Report (SAR). Therefore, a revised relief request should be submitted prior to startup from the third refueling outage for Unit 1 (IRF03)

I to address this concern. The proposed testing for reitef request V-5 should continue until the licensee determines the appropriate actions necessary to address thi:; issue.

Mr. William J. Cahill, Jr. January 29, 1993 A summary of the requirements and bases for the staff conclusions are contained in the attached Safety Evaluation. The safety evaluation for the Inservice Testing Program, Revision 0 for Unit 2 is provided in NUREG-0797,

" Safety Evaluation Report related to the operation of Comanche Peak Steam Electric Station, Unit 2", Supplement 26, Aapendix R. The evaluation of the IST program for Unit 2 is identical to theiJnit I program. The NRC staff has determined that the IST program relief requests are acceptable for implementation provided the inconsistency regarding relief request Y-5 is addressed ariar to startup from the third refueling outage. In addition to reliefs, tie licensee has eugmented the proposed IST for certain chemical volume control system valves.

TV Electric is required to comply with the IST program defined in the TU Electric letter where relief has been granted in the enclosed SE. Future revisions to the program involving new or revised relief requests or alternative testing should not be implemented prior to approval by the NRC according to Comanche Peak Steam Electric Station Technical Specification 4.0.5. New or revised relief requests that meet the positions in Enclosure 1 to Generic Letter (GL) 89-04 " Guidance on Developing Acceptable Inservice Testing Programs," should be submitted to the NRC staff, but can be implemented provided the guidance in Section D of the GL is followed. Program changes that add or delete components from the IST program should also be periodically provided to the NRC.
