This letter provides an update on the direction and status of Calvert Cliffh' Procedures Upgrade Project. We remain on schedule as documented in Reference (c). A detailed status is provided in Attachment (1).

In the area of technical procedures, we have completed approximately 80% of the procedures scheduled for upgrade under the project. The remaining technical procedures are scheduled for completion by December 1994.

As stated ic Reference (c), Priority I status is given to technical procedures which are most important to the safe operation of the plant. The Priority 1 procedur:s are Emergency Operating Procedt..es, Abnormal Operating Procedures, and Surveillance Test Procedures. All Priority 1 procedures were upgraded by the original'y projected completion date of December 1992. Training on most Priority 1 procedure upgrades was completed in 1992. Training on the remainder will bc completed in 1993.

l In the area of administrative procedures, changes to our Quality Assurance Program and Technical Specifications needed to support impicmentation of the new Procedures Program were approved by

+

NRC and implemented by BG&E in September 1991. Since then, five additional programs have been implemented. Our projected completion of the entire administrative procedures upgrade is December 1995.

Finally, in December 1992, BG&E fully complied with the requirement for biennial reviews for technical and administrative procedures. At that time, we discontinued the option to use the l

temporary one-time change to the periodic review interval, which was requested by Reference (a) and granted by Referenc- (b).

j In summary, we are making substantial progress in our procedure improvement efforts. Our Procedures Upgrade Project provides focus on the importance of producing quality procedures for i

safe operation. Our Procedures Program provides long-term emphasis on the importance of procedure ownership and expectations for maintaining quality procedures. Through self-assessment, we are continuing to look for ways to improve our short-term project results, as well as our long. term procedures management activities.

TECllNICAL PROCEDURES UPGRADE l

Technical procedures upgrade accomplishments include:

The upgrade of over 80% of the technical procedures; l

+

The upgrade of 100% of Priority 1 procedures;

+

The identification of preventive maintenance tasks to be upgraded as part of the technical i

procedures upgrade. The remaining preventive maintenance tasks are controlled by the-i Maintenance Program.

Priority 1 status is given to technical procedures which are most important to the safe operation of the plant. The status of Priority 1 technical procedures is shown below.

l ADMINISTRATIVE PROCEDURES UPGRADE 1

The administrative procedures hierarchy that was established in 1990 implements Calvert Cliffs' l'

major business functions through the development of policies, directives, and procedures. As stated in Reference (c), these procedures are designed to provide clear ownership and accountability at appropriate management-levels.

This hierarchy provides top-down. traceability - of BG&E -

management and regulatory requirements, clear interface controls, and well-defined processes for i

consistently producing safe, quality results.
