SUBJECT: NRC Inspection No. 50443/92 22

An unannounced safety inspection of the radiological controls program at your facility was

conducted by Messrs, David Chawaga and David Mann on October 5 - 9,1992. The

inspection findings were discussed with members of your staff on October 9,1992.

Areas reviewed during the inspection were important to health and safety and are discussed

in the enclosed inspection report. These areas included review of: direct observation of

outage work and radiological control effotts in the field, including a focus on outage

'

exposure estimates and high radiation area entry controls.

Overall, outage work was observed to be progressing safely from a radiological perspective.

Significant improvement was noted in your staff's ability to estimate personnel radiat'on

exposure. Some weaknesses were noted in the Radiation Work Permit (RWP) program

during the inspector's review of your Radiological Occurrence Reports (RORs). We concur

with your staff's decision to review the RWP process and implement changes as needed to -

achieve program improvement in that area.

One NRC _ violation was identified by your staff for an incident involving failure to

implement High Radiation Area controls in accordance with Technical Specification

requirements. Your staff expeditiously implemented appropriate corrective actions in

response to the incident. As a result of good performance in handling the incident, in

accordance with Section V. G. of the NRC Enforcement Policy, the violation is not being .-

cited .
