VALVE / ACTUATOR WEIGHT DISCREPANCIES

Reference:

Telecon, C.R. Edwards, Supply System to R.T. Dodds, NRC, same subject, dated May 21, 1985 In the noted reference, the Supply System informed your office of a potentially reportable deficiency in accordance with the requirements of 10CFR50.55(e). Attachment A provides a statement of the identified condition and a brief description of our planned actions to correct the identified deficiency.

Based on the construction status at WNP-1/4, the Supply System will not be able to issue a final report at this time.

An update will be provided at construction restart.

VALVE / ACTUATOR WEIGHT DISCREPANCIES DESCRIPTION OF DEFICIENCY The piping analysis for WNP-l/4 included valve and valve actuator weights in the analysis process.

The Supply System was recently notified by Babcock &

Wilcox that there may be some discrepancies in valve actuator weights associated with the piping analysis performed by B&W.

A subsequent investigation of other prepurchased valve contracts determined that various vendor supplied information may not have been properly considered in piping analyses performed by both B&W and the AE.

Vendor supplied information, such as drawings, seismic tests, and static deflection tests, are not consistent with respect to valve and/or actuator weights.

ANALYSIS OF SAFETY IMPLICATION The piping may be overstressed and fail if the proper valve and valve actuator weights were not considered in the piping analyses.

The Supply System will not perform an in-depth analysis of the potential safety implications due to the number of valves and locations that may be involved.

I CAUSE OF DEFICIENCY Until further investigations are complete, the cause of the deficiency is not known.

CORRECTIVE ACTION An in-depth review of valve and actuator weights used in the piping analyses will be performed to assure that the component weights have been properly considered in each analysis package.

ACTION TO PREVENT RECURRENCE Further investigations are being performed at this time.

Sufficient information does not yet exist to determine additional actions that may be required.

The results of this investigation and the corrective actions will be provided in a subsequent report.
