Attachment A provides a statement of the identified condition and a brief description of our planned actions to correct the identified deficiency.
Based on the construction status at WNP-1, the Supply Syster will not be able to issue a final report at this time.
An update will be provided at construction restart.

EMERGENCY DIESEL GENERATOR FUEL CONTROL LEVERS DESCRIPTION OF DEFICIENCY The Supply System's WNP-1 Project utilizes two Emergency Diesel Generators from Transanerica Delavel Inc. (TDI) as its emergency power supply source.
TDI recently issued a 10CFR Part 21 report concerning a potential problem with the engine fuel control racks.
Each engine is a V-16 with 8 cylinders on each side.
A fuel control shaft runs the length of each side of the engine to control the fuel flow to each cylinder injector. At each cylinder a rack arrangement with levers is positioned to regulate the fuel flow based on the rotation of the shaft.
Each fuel control lever is clamped on the fuel control shaft and held in place from the friction generated by tightening the capscrew on the clamp. As long as the cupscrew is properly torqued, the lever will not move.
As a safety feature, each lever is supposed to be pinned to the control shaft using a 1/4 roll pin.
The WNP-1 engines have been inspected and only one cylinder on each bank has been pinned.
ANALYSIS OF SAFETY IMPLICATION If a capscrew came loose, the full power capability of the diesel generator could not be obtained.
CAUSE OF DEFICIENCY The fuel levers were not pinned by TDI at the factory as required. The cause of this deficiency was not reported by TDI in their 10CFR Part 21 report.
CORRECTIVE ACTION The fuel control levers will be adjusted and properly pinned prior to restart as recommended by TDI.
ACTION TO PREVENT RECURRENCE Correction of the deficiency in each fuel control lever will ensure that the WNP-1 engines are acceptable for operation.
No further action is deemed necessary.
