Gentlemen:

Please be advised that Baltimore Gas and Eletric Company (BG&E) intends to revise the Emergency Action Levels (EAL) for Calvert Cliffs Nuclear Power Plant to reflect the scheme addressed in Regulatory Guide 1.101, Revision 3 (i.e., NUMARC/NESP-007, Methodology for Development of Emergency Action Levels). Calvert Cliffs' current approved Eats are based on NUREG-0654, Appendix 1 scheme. Concerns similar to those raised in Reference (a), such as lack of specificity in EAL parameters, provided the impetus for this action.

We have discussed our intention to revise the EAL scheme with members of your Region I staff during meetings held ir King of Prussia, PA. on April 17 and July 16,1992 (References b and c). We have also met with ths State and local agencies on May 14,1992, and received their endorsement for the proposed revision (see attached letters). We plan to implement the new scheme in 1993.

Implementation of the new seneme is contingent upon State and local agencies' concurrence, as well 4
