PACIFIC GAS AND ELECTRIC COMPANY'S PROPOSED AQfNDA In its Notice of Prehearing Conference dated November 2, 1992,l' the Atomic Safety and Licensing Board
(" Licensing Board")
invited the partion and the petitioner to propose an agenda for_ the upcoming Prehearing Conference.
Pacific. Gas and Electric Company
-("PG&E"),
the licensee in this matter, proposes the following agenda and matters for discussion.
PG&E 7roposes that the Licensing 1.
Introduction Board begin the proceeding _ by discussing its scope.
The Licensing Board, as an introductory ~ matter, could also explain the NRC's. procedures for license amendments, such as that involved in this case,-
that involve no significant hazards consideration.-

Opening statements -- - The. Parties and Petitioner-should be afforded an opportunity to make a brief opening statemen" (5-10 minutes) giving their perspective on this proceeding.

Discussion of Proposed Contentions -- PG&E bell' ves e
that.this topic will consume the bulk of the time for the Prehearing Conference.
PG&E~would welcome thr opportunity to answer questions regarding,-or-otherwise amplif y,. its written position that all proposed contentions are inadmissible.
This legal

Standing standing of Petitioner to intervene in this limited-scope proceeding, remains unresolved.
If all of.
the contentions are deemed Jnadmissible, this iscue-will be moot.
Nonetheless, some discussion may be warranted.

Next Steps -- PG&E believes any detailed discussion of discovery, schedules, and the like is premature, because Petitioner has failed to demonstrate standing and failed to propose at least one admissible contention.
Finally, PG&E would of cource be open to discussions at the Prehearing Conference of any other procedural. or legal questions of interest to the Licensing Board and applicable to this -
proccading.
Such matters could include the significance of NRC l
