Dear Mr. Keppler:
On April 18, 1984, Toledo Edison submitted a letter (Serial No. 1-423),
in response to your March 23, 1984 Inspection Report No. 50-346/84-02 (Log No. 1-936) for the safety inspection on Emergency Preparedness conducted at the Davis-Besse Nuclear Power Station, Unit 1.
Toledo Edison has further assessed Item 6 in Appendix B (program weak-nesses) and offers the below revised response:

Weakness:
Section 6.5.1 of the EP and statements in related implementing procedures must be revised to specify by title which senior TED management individual has the authority to authorize radiation exposure above 10 CFR Part 20 limits for emergency workers to carry our lifesaving or other emergency activities as stip-ulated in Planning Standard K.2 of NUREG-0654 and in 10 CFR Part 50.47(b) (11).

Response
The Shift Supervisor will initially have the author-ity to permit radiation exposure above the 10 CFR Part 20 limits up to 75 rem whole body exposure.
This exposure is for life saving actions only.
Once the Technical Support Center (TSC) is activated, this responsibility is shifted to the Radeon 0pera-tions Manager.

In a non-lifesaving, but needed corrective action type emergency, the Shift Supervisor has the initial authority to permit radiation exposure above the 10 CFR Part 20 limits up to 25 rem whole body exposure.
Once the TSC is activated, this responsibility is then shifted to the Radeon Operations Manager.
Section 6.5.1 of the Davis-Besse Emergency Plan will be revised by July 30, 1985.-
