Intervenor believes that the concern for safety stated in the contention is unrelated to the deployment of weapons incidental to U.S. defense activities. The basis for the contention is concern with an accident associated' with the transport of explosive materials.

In addition, new information in regard to the possible expansion of the plant and the manufacturing of a new substance is information that was not considered at the licensing stage.

Intervenor therefore requests the Licensing Board to reject the Applicant's motion for reconsideration in rega to Ne r Contention #4.
