5 The subject relates to SECY 85-217, shoreham Intervenor 6
-Renewal of Request to Supplement Environmental Impact 7
Statement.-

But before we can have the meeting, we need to 9
vote on holding the meeting on less than one week's notice.

Mr. Chairman, the Commission is being i
I 17 asked to act on an order that responds to a March 6, 1985 1
18 Request by New York State, Suffolk County for the Commission 19 to prepare a Supplemental Environmental Impact Statement 20 which would evaluate the costs and benefits of Shoreham 21 low power operation, assuming that no Shoreham full power i
j 22 license would ultimately be granted.

24 and Bernthal have approved an order which denies that 4

1 Commissioner Asselstine has disapproved the order 2
and will have separate views shortly.

May I ask when we will see 6

They will have to be copied.
They just came out of the printer.

In plenty of time to II go with the order to the court.

I just wanted to alert you to some 14 minor editorial changes we have made to the order.
15 COMMISSIONER ASSELSTINE:
You'd better know what 16 the text is.
MR. BATES:
My understanding is that all of the I
IO Commissioners have approved that.
It was circulated I8 yesterday.
O MR. BLUME:
Since then we have added -- we have 21 made some minor changes, and I just wanted to alert the 22 Commissioners to that.
23 COMMISSIONER ASSELSTINE:
What are they?

MR. BLUME:
On page 2, halfway down, the 2
sentence begins, "The Suffolk County attorney told us in 3
a June 4 oral argument that the county will participate."
4 We have added "will begin to participate".
5 In the next line it reads, "The Shoreham 6
emergency planning process, that full power operation is 7
not speculative."
We have struck "not speculative" and 8
inserted "is possible".
8 This is based on a reading of the transcript 10 of the oral argument.
11 CHAIRMAN PALLADINO:
Is that all?
I 12 MR. BLUME:
On page 2 of the insert provided to 13 you yesterday, the next to last line, it reads "their own 14 conception of what public health and safety requires".
15 We have inserted the word " radiological" in front of public "I
health and safety.

And on page 4 of the order, in Note No. 3, we "I
have changed the next to last line of the footnote to read 19 "from low power testing" to " initial testing".
Those are all'the changes.
21 CHAIRMAN PALLADINO:
To what kind of a testing?
22 MR. BLUME:
Initial.
23 COMMISSIONER ASSELSTINE:
That's because it wasn't 24 found during low power testing.
It was found during hot 25 functional testing before they ever got a license.

I wonder if we shouldn't 4
reconfirm these changes.
