This refers to the inspection conducted by E. T. Baker of this office on May 16, 1985, of your Philadelphia, Pennsylvania facility and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.

The purpose of this inspection was to follow up on a potential 50.55(e) report from Illinois Power Company concerning material which did not meet the mechanical property requirements of the specification, to establish who cut the material when cut material was involved, and to provide Interstate with the information necessary to fulfill thair Part 21 reporting responsibility, since the customer, Baldwin Associates, had not informed Interstate of the deficiencies. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

In reviewing purchase orders to establish who cut the material and when the cutting was performed, it was discovered that material traceability did not exist for material cut by subcontractors. This type of discrepancy was the subject of a previous nonconformance for which Interstate has already taken corrective action and therefore a new nonconformance will not be issued.

However, Interstate is responsible under Part 21 for notifying their customers of the lack of material traceability for all material cut by all subcontractors, s for determining the cause of the nonconforming material which was cut inhouse, and for performing a Part 21 evaluation of this nonconforming condition.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
