THE 1992 FMERGENCY PREPAREDNESS EXERCISE AT THE DUANE ARN0LD; ENERGY CENTER-NRC Region III has received the enclosed Federal Emergency Management Agency-(FEMA) letter dated December _22, 1992, regarding the two deficiencies.

identified during the emergency preparedness exercise conducted on December 15, 1992.

One deficiency resulted when the staff of the Linn County Emergency Operationr. Center (EOC) failed to notify certain nursing homes and group homes :

of relevarit protective action recommendations. The other deficiency resulted-when Linn County EOC staff failed to ensure that proper access control-provisions-were estaolished for several areas within the emergency planning-zone.

'We understand that a remedial drill has been scheduled to demonstrate the adequacy of corrective actions related to both performance deficiencies.

You are requested to interact with offsite officials to resolve these ' concerns identified by FEMA.

January 4, 1993 The purposo of. this letter is to officially inform your-office of two deficiencies identified-during the emergency phane of the December 15, 1992,. exercise of the state and local radiological energency response plans for the Duane Arnold Energy Conter.

These deficiencies are-being assessed against the-Linn-County Emergency Operations Center. as follows:

Obiectivi number 15, the capability and resources neces-cary to implement appropriate protective ~ actions-for special populations, 3(rs not adactuately demonstrated.

Two nursing homes and eight group homes, located in the affected~ subareas, were not-notified of the appropriate protective action recommendations.

Pursuant to the Linn County

plan, nursing homes aind group homes are-to-~be-notifled-of protective. action recommendations by the indoor warning-system.

Th? initial;-protective ' action recommendation was to evacwte subarean 1, 2, 3,

and~4-and to shelter subareas: 10 ',

11,.-12, 13, and 14.

However, notification of the nursing and_ group homes was not.accompitshed for this recommendation.- Failure to notify the-facilities occurred again when'the protective action-recommendation to evacuote -van ' extended to subareas-10,.

Douglas House, Broderick Drive Group Homes, 'Northbrook I and II Group Homes, and Horizon Center.

Transporta-tion resources were procured for the two nursing homes (Northbrook Manor and Winelow House Care Center);

however, they were not instructed to evacuate.

In addition, the EBS message following-the final protec-tive action recommendation stated -that additional detailed information would follow concerning actions being taken with regard to nursing home residents,

However, this information was never prov.ided in a-later-message.

Remedial action will require demonstration of objective number 15, implementation of appropriate protective actions for special populations in accordance with.the planc.

This will include preparation and dissemination ~

of the appropriate EBS messages.

Ghlectivo nmbor 11, the organizational ability and resources necessary to control evacuation traffic flov and to control access to evacuated and sheltered ' areas, was not adecuately.4emonstrated.

Four access. control points _ were omitted following protective action recom-mendations thereby allowing access into affected areas.

The initial protective action recommendation was to ovacuate subareas 1, 2,

3, and 4 and_ shelter subareas 10, 11, 12, 13, and 14..

However, access control point nutbers 9G,

12C, 13A, and 13B vere omitted which allowod access into sheltered subareas 10, 12, - and 13.--

This error was not corrected following the final protec--

rive action recommendation which extended the! evacuation to subareas 10, 11,'12, 13, andLl4.

This allowed access into subarcas 10, 12, and 13 which were-instructed to evacuate.

Remedial action Will require demonstration of objective number 17, traffic and access control, by the-Linn County EOC.
