20555 Perry Nuclear Power Plant Docket Nos. 50-440; 50-441 Startup Testing in the Maximum Extended Operating Domain (MEOD)

Dear Mr. Youngblood:

In order to take full advantage of the Perry Startup Test Program, we plan to perform tests in expanded areas of the power / flow operating map currently included in our FSAR. The expanded areas and the original map together are commonly referred to as the Maximum Extended Operating Domain (ME0D).

To justif y that it is safe to perform tests in the MEOD, we have completed a safety evaluation with analysis consistent with those in the FSAR. When the analysis has been approved by the staff, the FSAR will be revised to include modifications to the Initial Test Program. The analysis will be included in the FSAR in a future amendment.

If you have any questions, please call me.

Very truly yours, 6

Murray Edelman Vice President Nuclear Group MRE:njc cc: Jay Silberg, Esq.
