I am responding to your October 30, 1992 letter, in which you presented the i

schedules for the first t r scoping meetings on the Programmatic Environmental Impact Statement (PElS) for the groundwater compliance phase of the Uranium Mill Tailiags Remedial Action Project.

In addition, you extended an offer for the Nuclear Regulatory Comission staff to attend these meetings in our capacity as a cooperating agency.

for the purpose of continuity in NRC's involvement in the PEIS, NRC Headquarters staff plan to attend selected PElS s oping meetings. Mike Layton of my staff and I plan to attend the first meeting in Falls City, lexas on December 8, 1992.

NRC staff does not plan to attend the December 10, 1992, meeting in Durango, Colorado, since we D W ize there will be opportunity ta attend additional scoping meetings not
