Dear Mr. Muntzing:
The Committee is aware of reports in the media to the effect that the Director of Renctor Licensing has written to the Northern States Power Company in connection with the opuration of the Monticello Nuclear Powerplant, alleging that the Monticello Plant has been operated in an unauthorized fashion in that operations have been conducted at a time when the high pressure coolant injection system has not been available in the event it were needed for emergency core cooling purposes.
It has also been reported that " explosions" occurred in the plant on November 14 causing some damage to the plant and that this incident was not properly reported to the Commission. The latter incident was stated to have involved an explosion of hydrogen gas which occurred when a worker installing a safety sensor ignited hydrogen gas with an acetylene torch, i
