Dear Mr. MacDonald:

. Pursuant to a discussion today with Mr. R. Odegaarden, Hittman hereby re-quests your review and concurrence of -the installation of a temporary drain line plug-in the subject cask. A sketch is attached which. details the proposed con-

' figuration.

As explained to Mr. Odegaarden, Hittman found this change to be necessary

. hen,_during' cask maintenance, it was discovered that the cask drain line cou-w pling and screwed plus could not be replaced-in-kind once removed from the cask.

Hittman has since made the above-referenced submittal to detail an alternative, permanent drain line configuration change.

_ e request your approval of the plugged configuration for an interim period of three months, during which time arrangements can be made for the permanent change.

We believe there are no safety implications related to the temporary plugging of the drain line. None of the analyses in the Safety Analysis Report are im-pacted.- The drain line is an optional feature of the cask (reference cert.

drawing C001-5-9128),.hence mentions or the drain line in the SAR may be construed as not applicable in the~ case of this unit. Hittman has revised the cask hand-

' ling procedure (see enclosed)' to emphasize to users the optional status of the drain line.. During the scheduled maintenance, the cask successfully passed the j.

- annual leak test (it was tested through the drain line hole before plugging).
