Dear Mr. Secretary:
Section 903 of the Energy Policy Act of 1992 re' quires the Chairman of the Fuclear Regulatory Commission to submit tn Congress within wo days a report on the disposition of'the highly enriched uranium (HEU) -hich has been exported from the United States.
Because this report is to be developed in consultation with other relevant agencies,. I am writing to you and Energy Secretary Watkins to request that representatives from your Departments partjcipate kith us in a working group to prepare this report.
The Commission is directed to include in the report the current location of the-HEU, its status with respect to irradiation, whether or not the material has in each case-been used for the purpose stated on the export license, and if used for an alternative purpose, whether or not the-Commission approved this other use.
Also,-we_are required to include, to the maximum extent possible,Eretransfers within EURATOM without regard to the extent of U.S.; control.
The Department of State's assistancefwill be especially important in requesting information from EURATOM and the individual countries which have imported U.S.-origin-HEU.
We anticipate that the working group will need to forward:U.S.
data to individual countries for confirmation or correction and ask for official responses to questions. raised in :the Section 903 report.
Moreover, in view of the special problems associated with-retransfers within EURATOM, I would greatly value any suggestions you may have on how best to do this and what should be said.
I am enclosing a list of major milestones and a proposed schedule for drafting and clearing the requested report in the 90' days allowed by the-Act.
