Changes to Technical Specifications Governing Emergency Core Cooling Systems (Proposed Change No. 187)

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following changes.

PROPOSED CHANGE Reference is made to the Yankee Plant Operating License No. DPR-3. We propose to modify the license as detailed in Attachment A. In general, we propose to:

1. Adopt the Westinghouse Standard Technical Specification surveillance frequency for ECCS flow testing; and
2. Relieve the Yankee Plant from certain unique and burdensome surveillance frequencies which are not necessary.

REASON AND BASIS FOR CHANGE The various reasons for the individual changes are presented as part of Attachment A.

SAFETY CONSIDERATION The significant hazards consideration is based on the guidance provided by example in 48FR14870. The changes described herein are classified

USNRC June 26, 1985 according to the following example of actions involving no significant hazards:

A change to make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with the regulations.

Additional information is presented in Attachment A to support our findings that the changes presented herein are not considered to involve significant hazards consideration.

Based on the consideration contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant consistent with the proposed Technical Specifications will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

An application fee of $150.00 is enclosed in accordance with 10CFR170.21.

! SCHEDULE FOR CHANGE The changes described above will be incorporated into the Yankee Technical Specifications upon receipt of your approval. Yankee is scheduled for a Fall 1985 refueling. Therefore, a review of this Proposed Change is requested by September 15, 1985.

ATTACHMENT A '

1. LOW PRESSURE SAFETY INJECTION FLOW TESTS Proposed Change ,

Replace Technical Specification Surveillance Requirement 4.5.2.e.4 with new Requirements 4.5.2.g and 4.5.2.g.1, which read:

4.5.2.g "During shutdown following completion of modifications to the ECCS subsystems that alter the subsystem flow characteristics as follows:"

4.5.2.g.1 "For the Low Pressure Safety Injection (LPSI) pumps, verify that all combinations of two pumps develop a combined flow 12180 gpm."

Reason and Basis for Chanae The proposed Surveillance Requirement, taken from Westinghouse Standard Technical Specifications, better accomplishes the purpose and intent of the existing Surveillance Requirement.

The new requirement provides for thorough testing whenever modifications are made that alter the flow characteristics of ECCS subsystems. While Yankee has always accepted this as the spirit and intent of the specifications, it is not specified by the existing Surveillance Requirement.

Standard Westinghouse Technical Specifications do not require the routine 18 month surveillance currently found in the Yankee Technical Specifications. Routine flow testing has not indicated any problems and has proven to be burdensome, expensive and very time consuming during refueling outages. Therefore, an alternative is proposed which will address the purpose and intent of the Surveillance Requirement.

2. HOT LEG INJECTION FLOW TEST Proposed Change Delete the words "... at least once per 36 months by flow testing" from Technical Specification Surveillance Requirement 4.5.2.e.8 and add a new Requirement 4.5.2.g.2 which reads:

4.5.2.g.2 "For the hot leg injection line, verify the proper positioning of throttle valve SI-V-645 by flow testing."
