I UTATEMENT OF WORK CROPERATIVE AGREEMENT (LfR!Q 1.
RARGE0lt!R The FOI A/ Local Public Document Room Branch within the Division of Freedom of Information and Publicationa Services, Office of Administration, U. S. Nuclear Regulatory Comminaion (HRC),
in responsibio for the overall establishment and maintenance of local public document roomo (LPDRa).
The FOI A/LPDR Branch recommends,
- developa, and implements
- programa, pinna, objectiven, and activities of local public document rooma, ma well no coordinates the distribution of documento to LPDRs.
The LPDR program providea scientific and technical inf ormation relating to nuclear power planto.
The document collections permit and encourage the f ree exchange of ideas and criticismo by the general public in the licensing of nuclear power plant construction und operation.
The LPDRa. are located in librarien maintained by state / local governmento, inctitutiona of higher education and nonprofit organizations (hereinafter, the ' Cooperator') in the vicinity of proposed nuclear power plants.
The FOIA/LPDR Dranch han untablished a cooperative agreement program to provide financial remuneration for aervices performed by the LPDRs and to inaure that a uniform program of document maintenance and information servicea la provided for LPDR patrona.
2.
6:RIOD Of PERFORMANCE n.
.The period of performance hereunder shall commence on-3-4 9.- 9 A and chall continue through 3-Ml-93 unleca sooner terminated or extended.
b.
The Cooperator and the NRC, by mutual agreement, may extend the period of performance through the execution of supplemental agreements to thia cooperative agreement, not to exceed a total of five (5) yeara.
At the end of-each yoer the Cooperator-will be required to submit a coat proposal to the NRC for the following year.
3.
tiRC RESPONSIBILITY.
The NRC anticipates that they will provide documents on a weekly bacia to be added to each local public document-room collection

NRC will provide all aupplica necessary for maintrining col.lection, a puer *a_, Guide. filing instructiona, etc.
- o, the t.RC, when notified by a library, will promptly replace any documents found missing from the collection.
HRC will periodically visit each library to review the collection, provide guidance and instructions to the library
- staff, monitor contractor performance, and identify / resolve problems or discrepancies.

To meet the particular neoda of library patrona, thin filing deadline may be extended upon the expreased approval of the LPDR Program -
Manager.

Prepare filea, foldera and labela when necesaary.

Providea patrona with reference aoaistance in locating documenta and sufficient instructione to familiarize usera with the filing syatem, the local public document room collection, the collection's reference tools and finding aida, the indexing system used f or microfiche and hardcopy records, and the une of all government furnished equipment.

Provide usern access to operable reproduction equipment for making paper copies of the collection, as needed, i

In the event the equipinent requirea repair or nervicing, the library ataff shall arrange to have an authorized service representative ea tionate the coat of the repair needed on the equipment.
Before proceeding with any repair, the cooperator shall receive authorization from the Project Officer by calling the toll free telephone number (800-638 8081).
After the repair to
- made, the invoice of chargea abould be forwarded for paysaent to the NRC in accordance with the inutructionn (ATTACl(MENT 1).
A copy of the signed work
. order abould be submitted to the Project Officer within one day of the repair.-
b, Promptly inform the FOIA/LPDR Dranch of the HRC, either by the toll free telephone number (800-638-8081) or ~1n writing, of problems regarding the une or maintenhnce of the collection.

SPACE REQUIREMENTS Provide the followings a.
Adequate ahelf or other filing apace to maintain the collection.

Adequate apace near the collection to locate the microfiche reader
- printer, the microfiche.
file cabinet (s), and table und chaira for patrono using the collection.
c.
Adequate retding apace, lighting, heating and cooling, for usera to review the documenta in the collection.
