Descriptian of Proposed Actiso By application ('ated January 14, 1985, as supplemented, Northrop ~

Corporation riquested authorization to decontaminate and dismantle the TRIGA reactor, to dispose of its component parts in accordance r

with the proposed dismantling plan, and to teminate Facility Operating License R-90.

Following the reactor shutdown the fuel was removed from the core tank and shipped to other users.

l II. Need for Propo d ActMa In order to prepare the facility for unrestricted access and use, the dismantling and decontamination activities proposed by Northrop Corporation must be ac::omplished.

III. Alternatives to the Proposed Actions I

The only alternative to the proposed dismant'.ing and decontamination activities is to maintain the facility as a restricted area and permit the radioactive contamination to decay to acceptable levels. This l

approach wmit include ronitoring and reporting for the duration of the safe storage period. The current activity levels are low enough so that l

immediate dismantling dad decontamination was determined to be the more appropriate approach.

IV. Environiuntal Impact of Dismantling and Decontamination All decontamination will be conducted by trained personnel according to previously reviewed procedures and will be overseen by exper_ fenced health physics staff,. All emissions will be exhausted through-HEPA filters to the atmosphere.

Solid and liquid wastes will.be removed from the facility and managed in accordance with NRC requir_ements.

Personnel, waste, and emissions will be monitored during the operations and will continue to be "as low as is reasonable achievable" (ALARA).

Northrop Corporation has calculated that the collective dose equivalent 7

- for workers and the general public for the entire project will be less than 5 person-rem.

Based on the review of the specific proposed activities associated with the dismantling and decontamination of the facility, the staff has determined that there will be no significant increase in the amounts of any effluents that may be released offsite, and no significant increase in individual or cumulative occupational or population radiation exposure.

V.

Agencies and Persons Consulted The staff has not consulted with other agencies.

VI. Conclusions and Basis for No Significant Impact Finding Based on the foregoing considerations, the staff has concluded that there will be no significant environmental impact attributable to this proposed activity. Having reached this conclusion, the staff has further~ concluded that no Environmental Impact Statement for the proposed action need be prepared and that a No Significant Environmental Impact Finding is appropriate.
