S. Nuclear Regulatory Commiacion (llRC),

la recponsible for the overall establichment and maintenance of local public document rooma (LPDRs).

The FOIA/LPDR Branch recommenda,

developa, uno implemente

programa, plano, objectiven, and activitica of local public document rooma, na well as coordinates the distribution of documento to LPDRa.

The LPDit progt nm providen scientific and technical inf ormation relating to nuclear power plantc.

The document collections permit and encourage the f ree exchange of idean and criticiams by the genexm.1 public in the licencing of nuclear power plant conutruction and operation.,

The LPDRs are located in librarica maintained by state / local gover nmenta, institutions of higher education and nonprofit organizations (hereinafter, the 'Cooperntor") in the vicinity of propoced nuclear power planta.

The FOIA/LPDR Brnnch haa established a cooperative agreement program to providt financial remuneration for servicea performed by the LPDRu and to insure that a uniform program of document maintenance and information services la provided for LPDR patrona.

may extend the period of performance through the execution of cupplemental agreemento to thi, cooperative agreement, not to exceed a total of Iive (5) years.

At the end of each year the Cooperator will be required to submit a cont proposal to the NRC for the following year.

3-IIILC_ R ESP [ltlS ULI LLTY The HRC nnticipates that they will provide documents on a weekly basic to be added to each local public document room collection (collection).

HRC will provide all supplies necenaary for maintaining collection, a User's Guide, filing instructions, etc.

Also, the NRC, when notified by a library, vill promptly repince any documente found minaing from the collection.

IIRC will periodically visit each library to review the collection, provide guidance and instructions to the 1ibrary

Provide unera accesa to operable reproductian equipment for making paper copien of the collection, as needed.

Insure that the 11oC microfiche reader printer is[in good operating condit.un.

In the event the equipment requires repair or servicing, the library staff shall arrange to have an nuthorized service rept ecentative estimate =the coat of the. repair needed on the equipment.

Before proceeding with any. repair, the cooperator shall receive authorization.from the Pr oject Officer by colling the toll Iree teler. hone number (800-638-8081).

After the repair is

made, the invoice of charges should be forwarded-for payment to the NRC in.accordance with-the instructions ( ATT ACllMEllT 1).

A copy of the signed work order should be submitted to the Project Officer within one day of the repair.

b.

Promptly inform the FOIA/LPDR Branch of the HRC, either by the toll free telephone number (800-638-8081) or in writing, of problems regarding the use or maintenance of the collection.

7 SPACE REQUIREMENTS Provide the following:

a.

Adequate shelf or other filing space to - maintain the-co)lection.

b.

Adequate space near the collection to locate the-microfiche reader printer,~

the microfiche file cabinet (s),

and table and chairs for patrons using the collection, c.

Adequate reading space, lighting, heating and cooling,

.f o r users to review the documents in the collection.

8.
